A Bridgeport man took over a Norwalk apartment by threatening its occupant and was in the act of bagging heroin when police came in and arrested him, Norwalk police said.

Lt. James Walsh, commander of the Norwalk Police special services unit, gave this account (an accusation not proven in court) of the matter:

Darrin Lminggio, 42, who had both of his legs amputated below the knee while serving a 12-year prison sentence on charges of attempted murder and distributing drugs, was also cooking crack cocaine in the North Main Street apartment.

The apartment occupant allowed police to enter the home while Lminggio was busy preparing heroin for sale. Police caught him with seven items already in bags, with glassine envelopes, powder, strainers and baby laxative all laid out nearby. Stamped on the envelopes was the brand "Do Not Enter."

Lminggio had been released from federal prison after 12 years on the drug charges (his attempted murder charge was a state charge served concurrently). In the past 25 years, Norwalk police had arrested him over and over again on drug-selling charges.

Lminggio, 42, of 1810 Howard Ave., Bridgeport, was charged with possession of drugs with intent to sell, operating a drug factory and other drug-related crimes. He initially was held on $150,000 bond and was scheduled to appear Wednesday in state Superior Court in Norwalk.
